Welcome to your course! This opening module sets the stage for your learning journey in the SpectrumX Coursera series. You’ll meet your instructor, learn about the program’s goals, review the course structure, and gain an overview of how spectrum allocation, valuation, and public policy will be explored throughout the course. Modern society relies on radio spectrum for an extraordinary range of communications services, from mobile broadband and Wi-Fi to radio and TV broadcasting, satellites, locational services, scientific monitoring, and public safety systems. As additional technologies, services, applications and business models compete for access to this scarce resource, difficult trade-offs arise over how spectrum should best be used and which institutional arrangements for allocating it will most reliably generate the greatest social value. This course introduces the history, economics, and policy of spectrum allocation, examining how different rules and systems of competition have yielded opportunities for experimentation that have shaped wireless innovation and the development of the modern communications ecosystem.
