You'll keep that matrix honest with review cadences, monitoring, and game days. Mitigating a risk and removing it are different decisions with different costs, and you'll know which one you're making. You'll design service failures that are predictable, understandable, and reasonable. You'll put technical debt on the matrix with a score attached, which is how the argument for paying it down finally gets traction with the people who control the roadmap. And you'll carry a high-high list into a room full of executives and have it land.
